Brubaker & Associates, Inc. (BAI) is a leading advisor in the ever-changing regulated and competitive energy markets. We create value for our clients by developing and helping to implement creative solutions. Because we do not own or market a commodity, and do not have financial arrangements with those who do, we are able to provide objective advice for our clients. Many of our professionals have been in practice for more than 25 years. Our clientele consists of industrial, commercial and institutional users of electricity, natural gas, coal, fuel oil, steam, water and wastewater services. 

Our consulting services fall into two broad categories: 

Energy, Economic, and Regulatory Services:
We provide consulting services on all aspects of the ratemaking process.  This consists of rate case, litigation and legislative support. Our professionals have participated on behalf of clients in thousands of utility regulatory and legal proceedings in the United States and Canada.

Energy Procurement and Management Services:
We provide energy procurement and management services in the areas of regulated and competitive supply management. We have assisted clients in managing energy costs on an ongoing basis, consistent with corporate guidelines.

Mr. Gorman is a Managing Principal at BAI. He received Degrees of Bachelor of Science in Electrical Engineering from Southern Illinois University at Carbondale and Master of Business Administration from the University of Illinois at Springfield. Mr. Gorman has also done extensive graduate studies in Financial Economics. He earned the designation Chartered Financial Analyst (CFA) from the CFA Institute.
 
Mr. Gorman has been in the consulting practice since 1990, and in the energy business since 1983. Mr. Gorman was employed by the Illinois Commerce Commission and held positions including Director of the Financial Analysis Department, Senior Analyst, Planning Analyst and Utility Engineer. Mr. Gorman was also employed by Merrill Lynch as a Financial Consultant. In this position, he consulted on cash management and investment strategies.

His responsibilities at BAI include project management, cost of capital studies, depreciation studies, financial integrity studies, system resource planning studies, alternative regulation plan/mechanisms, cost of service, rate design, production cost evaluations, commodity risk management, commodity procurement management, competitive supplier management and counterparty credit risk.

Mr. Dauphinais is a Managing Principal at BAI. He received a Bachelor of Science Degree in Electrical Engineering from the University of Hartford. He has also completed several graduate level courses in Electric Power Engineering through the Engineering Outreach Program at the University of Idaho.

Prior to entering the consulting field in 1997, Mr. Dauphinais was a Senior Engineer with Northeast Utilities (NU). His work there included the preparation of numerous transmission studies involving load flow and stability analysis. He was also responsible for spearheading NU's open access transmission tariff filing and was instrumental in the development and implementation of NU's Open Access Same-Time Information System (OASIS). Mr. Dauphinais has testified on a variety of issues in over 100 regulatory proceedings before the Federal Energy Regulatory Commission and the public service commissions of 15 states and provinces. Mr. Dauphinais also has extensive experience with the procurement of electricity, resource planning, transmission line routing and Regional Transmission Organization issues. He is a member of the Institute of Electrical and Electronics Engineers.
